Why Global Nuclear Powers Are Targeting Türkiye

Türkiye's nuclear programme is attracting international attention at a scale that few emerging nuclear markets have generated — not just because of the size of the programme (20,000 MW by 2050), but because of what Türkiye represents structurally: a country that has simultaneously engaged Russia, the United States, South Korea, China, and a range of European nations within a single national nuclear pipeline.

Russia: The Foundational Partner

Akkuyu: 4x VVER-1200, 4,800 MW, BOO with Rosatom — in commissioning now. Russia owns, operates, manages the full fuel cycle. Agreement includes personnel training, public awareness, and nuclear city development at Akkuyu. Akkuyu is Rosatom's most strategically visible project in a NATO member state, validating the BOO model globally. A successfully operating Akkuyu is a reference project with regional and global commercial reach.

The United States and South Korea: The Sinop Framework

Sinop: 4,800 MW, Black Sea, trilateral US-South Korea framework, Generation III+ (APR-1400 and US vendor field). Opens the project to Western financing instruments (US EXIM, KEXIM, European ECAs) unavailable to Akkuyu. KHNP carries the Barakah operational reference; KEXIM provides the commercial financing structure. For the US, Sinop is also a national security objective — keeping Türkiye's nuclear programme diversified across Western-aligned technology families.

China: The Thrace Dimension

Thrace: 5,600 MW, European Türkiye, SPIC with CAP1400. If Thrace proceeds, it adds the Chinese nuclear bloc to a programme already spanning Russia and US-Korea. A successful Thrace would be the first Chinese-technology large reactor in a European-adjacent country — a reference position with significant implications for subsequent European procurement. Consistent with China's broader Belt and Road nuclear export strategy.

The SMR Interest: A Broader Field

5,000 MW SMR target by 2050. Active discussions with US, UK (Rolls-Royce), France (EDF, Framatome), and Canada. Nuclear technopark (March 2025) and domestic SMR development call signal Türkiye is building industrial and R&D infrastructure — not just importing technology. Most competitive propositions will combine technology access with co-development and localisation commitments.

Why Türkiye Has Become a Nuclear Business Hotspot

Four conditions that few markets match simultaneously: large sustained pipeline (large reactors + SMRs to 2050); 400+ companies with nuclear supply credentials from Akkuyu; geographic position as a potential hub for exports into Middle East, Africa, and the Balkans; government demonstrating institutional consistency across a decade-long programme. For every country engaged, the commercial logic compounds: Russia has an operating plant, US-Korea is building toward Sinop, China is positioning for Thrace, SMR developers from four countries are in discussions. Each engagement generates its own commercial activity. The future is a multi-decade industrial relationship.
